“To further and promote the general business interests of the community known as Highland Park, in the County of Los Angeles, State of California, and the country tributary thereto; to improve, extend and place upon a safe and more permanent foundation the general business and manufacturing interests of said community; to foster and promote the scenic and aesthetic development of said community; to aid in the development of necessary and advisable ways and means of transportation and commerce; to engage in any activity for the furtherance of the general welfare of said community or of any community in the State of California, or of any resident or residents thereof; and to hold own and operate property, whether real or personal, to aid in or effect the accomplishment and realization of said purposes.”
